The spy report DOES NOT REPORT THE SOLDIERS IN THE SHELTER. So always overestimate the soldiers you may need if you aren't sure whether the player is online. If he is offline for sure when your army will reach the city, only worry about the soldiers that are present in the city.

In this city is only one hero, he is named Duncan and is level 16. In better spy reports, it will tell you whether he commands any soldiers and if he does, what type and level they are. Note that this is only for this city. The player can send heroes between cities and when you attack, other players armies may be present in the city when you get there.

If you are raiding the city, you will only receive 20x soldiers worth of each resource. It does depend on the level of storage however, as to how many resources you do actually receive.
