click on the scroll next to the empire package when you're at the town screen. then go to one of your scrolls and click on it. you'll have a few option, click the one that says "Divide". then it tells you how much you want to divide. I believe 1 scroll is equal to 1 scroll ash. Also in order to get higher lvl scroll ash you need to divide lvl 2 scrolls.
