how do I get soldier lvl3 training books? Empty how do I get soldier lvl3 training books?

Can anyone tell me how to get it plizzzzz? the quest only gives lvl4 and up, so now I have a bunch of lvl4 and lvl5 books. >.<

well you have to get so many points in the arena or get enough union badgesand contrabution then you can buy them from the shop
